I’ve never seen Steve Guttenberg in anything, but his Wikipedia article’s picture seems to portray him with rather clean hair. I’d say this Spirit of the Earth knows what the Spirit of the Earth is talking about.
On a seemingly unrelated note, Roy is probably short for Troy. As in, the Greek one.

A proliferation of new entities abounded in the last iteration of shampoo week. Today, Jumpy the Hat joins their number. To the metaphorical table, he brings T-Roy, which is clearly short for Tyrannosaurus Roy. As in, the Cretaceous one.
