However, direct intervention is illegal, because 90% is either common sense or there to hinder (hinder hinder) progress. So, illegal stuff must come into play desu ka. (Should that be a ‘?’ ? Not grammatically, but my whole statement is dependent on authorial consent and bemusement. Pretend I put an “I think” in front of everything.)

So if it was english, yes, put in a question mark? But as it wasn’t, then probably not. Japanese is too formal, and yet I do not know their entire syntax / level of shoe fear…
